Driving demand for efficient heat pump water heaters in Washington state
To stop rebate abandonment and contractor misuse in a high-volume heat pump water heater (HPWH) instant discount program, C+C partnered with an implementation vendor to move five Northwest utilities (Northwest Energy Efficiency Alliance, Puget Sound Energy, Seattle City Light, Snohomish Public Utilities Department, and Tacoma Power) onto a validated coupon platform across nearly 50 retail locations. The platform ties each transaction to a verified individual, preventing duplicate redemptions and fraud while cutting processing time and upfront program costs. C+C completed the full transition in under six months, maintaining continuity across all partners and stores. Within the first five months, contractor misuse was virtually eliminated, producing high satisfaction among participating utilities and retail partners.
